Tying a Rakhee is not considered a sort of worship or involves going to a temple or doing any Puja. It is like celebrating ones birthday. Hence, there is no bar if a sister after taking bath even when she is in periods, can tie a Rakhee around the wrist of her brother. What is required is purity of mind and love at heart that binds the relationship between the brother and the sister.

Why not?

In Indian culture normally no female perform any religious activity in her period days. but ...

Tieing a Rakhi to brother is for only love and affection between the brother and sister and their relation. No religious activity.

Absurd...Why not!! It is only the heart which ties the bond...and not the physical body...A sister definitely can and should tie rakhi to her brother...be it any time or situation or whatever..
