General answer = NO
You can not remove system fonts, the ones used on web pages, folder listings etc. You would be surprised at some of the fonts that are considered 'system fonts'.
Example: Wingdings etc. They are used for making boxes like the one you are reading now! There are many more that you can not remove. Try searching for: System fonts / Removing fonts etc. There are many listings but I don't know the web sites just now.
If you want rid of a font, don't delete it. Move it to another folder so it can be restored if necessary.

Yes, you can remove the ones you don't want.
First, create a folder (I suggest within My Documents) called "Unused Fonts". Then use Windows Explorer to go to your C:\Windows\ Fonts folder and drag any fonts you never use into that Unused Fonts folder. ( You can double-click on a font to see what it looks like.)
Just moving those fonts will speed up some applications.

Depends. You don't want to move the system fonts. But if they're just fancy fonts that you've downloaded yourself, by all means.
