The lamp flash code 23 corresponds to a module Diagnostic Trouble code of B2295. This code is for a Passenger seat side air bag circuit fault. If you vehicle is equipped with side air bags you should take it in to be diagnosed properly. If your vehicle does not have side air bags, i would have you look under the passenger side front seat with a flashlight and make sure that there are no connectors unplugged under the seat. Sometimes a circuit fault is caused by a connector coming loose, and under the passenger seat is a good place for passenger's feet, cargo, old bottles or something to get pushed under there and accidentally disconnect it. I have seen this happen many times. Give a look under the seat to see if anything is unplugged, if it isn't then you will need to have the problem diagnosed at a repair shop.

I don't have the code definitions for Ford's body codes, but a code 23 is probably an interrupt from the collision sensor during initial self-test.
It is indicating that it has identified a problem in a circuit, and the SRS is disabled in the event of a collision.
Smart Move? Take it to Ford, as they have the specialty equipment for those repairs.
There is not a high volume of repairs in these circuits for most shops to have the diagnostic equipment, although some do (most commonly body shops)
