The first web pages and web browser were made by Tim Berners-Lee at CERN in Geneva around 1990-91. The original application was to provide researchers working at and with CERN with easy access to CERN's technical and administrative information. According to the CERN website, the first web page was http://info.cern.ch/hypertext/WWW/TheProject.html, a page explaining the project to create HTML and the WWW. Needless to say, this page is no longer in existence, but the domain still exists.

No. The first webpage was created by the military in the 60s, before the Interner become widely used in retail.

Up to 1990, People weren't mostly using internet, Till someone called "Tom Berners-Lee" programmed WWW (World Wide Web) which was used to make webpages available for any1. Berners-Lee was one of the CERN (Europe Nucleac Research Center) . The 1st browser made after that was "Mosaic" by Marc Andresen (NCSA). Then they created the 1st web page.
