Genetics are implied in being able to recognize and produce musical notes. Some people have an ability to reproduce a certain note, either from memory or by repeating a sound they have just heard. Some people can do this really well, and others can't do it at all. In short, the answer to your question has to do with genetics.

Tone deafness...I can't sing because I can't differentiate between different tones when I sing. Basically, it sounds good to my ears, but totally awful to everyone else.
