you need to have a good shaver with a trimmer attachment.

Stretch out your balls and go slowly trimming the longest hairs off first.

If you really want them to be COMPLETELY bare this will take a long time, and you will need to use a razor.

Its easiest if you have a lover or a really close friend help you out.
Stretching the sac is the key!
