If you have a two handled faucet the noise you hear is probably a loose washer. If so, turn off the water under the sink on the side making the noise and remove the handle and stem. Tighten the washer, or replace it if it is worn.

Check to make sure all the shut off valves are turned all the way on. Loose faucet washers will cause that kind of noise. So will toilet fill valves and pressure reducer valves on your water main. Check the last two if it makes the noise when you aren't using any water.
