What type of problem? Hardware? Software? You need to be more specific.
Anyway, 1st point to look for should be the Webcam manufacturer. Also, if you get your cam from a big store or company. let's say Walmart, you can ask for a full refund or change (between the 30 days prove of purchased)
If you're having software problems instead (i had one a few days ago with my new logitech webcam) download more recent drivers for your webcam. Also, download more recent versions of MSN and Yahoo messenger. If you are able to use your cam offline (no at MSN or Yahoo) it should be a compatibility problem and nothing wrong with your webcam,

Find a friend/relative who is webcam friendly or take it to your local webcam shop where they should be able to help. Or search for help on the internet or ask on Yahoo questions.
