A tool is in reference to a d!ck.That's where that reference comes from.If he acts like an idiot all of the time a tool is a more appropriate term than some others that shouldn't be used in certain company.

It's more like he is a tool of someone else like I use Jim as a tool. Therefore he is a dork, a tool, someone who has no spine. Also it's used to descibe someone who never brakes the rules, thus a dork who is not much of a man.
