I would like to think that could happen, but at the pace of the world today highly unlikely. Look at your question and see that as the world history goes, the "Empires" do not stand as long as they once did, just as technology advances much more quickly. By the way, I do not consider the Persian Empire the greatest, I would consider the Egyptians as much greater or even the Romans.

I think that most would concur that if you can't control Iraq your chances of influencing Russia or China are minimal to zero. The SUPER power, NUMERO UNO, machismo cowboy mentality is about as accurate and productive as pissing in the wind. The USA ceased to be a Superpower when it lost its prestige and Goodwill around the world. That happened within the last 6 years.
