You are going to have to buy a case first. Then buy everything that you would like to be in your pc. Ex. Motherboard, Video card, hard drive, CD-Rom, DVD ROM, Floppy. There are some tutorials and guides online on how to attach everything together. You are going to need a Monitor,Mouse,Keyboard etc. Lastly you are going to have to buy an operating system such as Windows 95, Windows 98, Windows XP, and if you wait awhile you can have Windows Vista. If I were you building a PC, I would go with Windows XP. You can choose between Home Edition, Pro Edition, and Media Center Edition. You should pick which operating system you are planning to install first because then you can look at the requirements of it and make sure you buy the equipment to keep it running smoothly. :-)

You need the following parts :

CPU
RAM
Motherboard with sound and
Casing with power supply in buildt
CD Drives
Keyboard
Mouse
Harddisk

Mount up the Harddisk, motherboards, RAM, Drive and CPU. Apply heat dissipation paste before inserting CPU to motherboard. Now turn on the PC and load the preferred bootable Operating System ( eg Window XP) and let it run. Good luck...

very simple to put together- the difficult part is main sure they are compatible before you do it.

The parts you need:

PC Case (with PSU and cables)
motherboard (if has integrated sound and graphics then ignore the next 2)
Sound card
Graphics card
RAM
Hard Drive
Processor and cooling fan
Optical drive (e.g DVD burner)
Floppy drive (not really necessary)

Everything is built around the motherboard you choose. The case has to fit the motherboard and all the other components fit onto it. That's the hard part and it will take far too long to explain so best thing to do is find a suitable website.

Know the specs, find parts to fit the specs, assemble. If you do not know anything about it, better off buying off the shelf pcs. If you want to learn about it, go to the library and checkout some books on how to build and repair pcs.
