You appear to just be frustrated and new to Windows, don't worry I can give you a few clues.
To Answer Questions on Yahoo Answers you need a Yahoo e-mail account. When you establish the account (or if you have one already) then go to your Yahoo Mail page and click on the gray smiley face on the left of your user name. Then you can set up your avatar. If you want another image for your Avatar then you need to build a Yahoo 360 page, which is free, and link it to Yahoo Answers (it may do that automatically, haven’t set up a Yahoo 360 page yet). That should do it for Yahoo Answers.
Since you are doing all this through Yahoo, it doesn't matter what computer system or operating system you have, even a Mac will work fine.
I don't know what the Mac version of My Tools is. I know that in Internet Explorer you can access the Tools Menu at the top of the page. Drop down to the Internet Tools and it will open a new dialogue box where you can setup the presets in Internet Explorer.
You can set your home page under the General Tab. Under the General Tab you can delete all existing Cookies (too many 200+ can slow down your machine) and you can delete your history. History keeps track of the websites you have visited. You will need to make sure that your computer is accepting Cookies under the Privacy Tab. Under the Program Tabs you can set up Internet Explorer to utilize Microsoft products, but no other programs--Microsoft doesn't want you to play with others.
Under the Advanced Tab are some custom features that can be a little tricky. You will probably want to put a check box in the Disable Script Debugging option so you won't keep getting script errors. I like to make sure that Show Friendly HTTP and Show Friendly URLs boxes are checked. I also like to have the Show Go Button in Address Bar box checked. This lets you type in or paste URLs. I also like to check the box Always under the Underline Links category. If you check the Use inline AutoComplete box then you can set that information in the AutoComplete box under the Content Tab. Look at the other options and if you know what they are talking about then you can check and uncheck them. You can play around with some of the settings one at a time if you want.
The Connections Tab will be your Internet Connection settings and I wouldn’t recommend messing with that tab unless you are setting up a new Internet Connection and know just what you are doing. Under the Security Tab you can set up some other options if you click the Custom Level button. Once again you can apply some settings and play around with the program.
I would also recommend that you drop the Links Toolbar under the Address Bar. You can put your shortcuts here, by adding them to the Links Folder under the Favorites Option on the top toolbar. Left Click on the top tool bar to open other toolbars. Once you lock the toolbars you can’t change them by accident. If you click the Customize option in the Left Click drop down box then you can set up the options in the toolbar under the drop down menu bar.
I also recommend that you install the Google Toolbar. It gives you an always-present search box and a very good popup blocker. Yahoo Toolbar may do the same, I don’t’ know I haven’t used it.

Go here, http://360.yahoo.com/ and create an account.
Then edit your Personal Photos and unload the pic you want.
Set your upload as the current pic.

first what u do is to click on your picture box which is mostly empty and then you will go to your profile.....after that there is an option edit my profile at the begining somewher .... click there and then the second option is to change the pic...to change to yahoo 360 profile picture click below on the blue coloured text...dont remember wat is written though.....click on tha and make your picture

ummm... do you already have a yahoo avetar for yahoo IM? if so... it should automatically pop up on yahoo answers... mine did. i didnt have to "add " anything.
