age will not matter especially in your case because the gap is just three years.. Why not go for it then? IN the first place, you wouldn't like to be regretting someday, right?

Tell her. Nothing is ever going to happen if you don't talk to her about how you feel.
If she's a friend, tell her you feel more for her than friendship. Ease into the subject. She may feel the same, problem solved. If she doesn't feel the same, make sure you let her know that while you have these feelings, you don't want to end the friendship because of them. Ask her to still be friends with you, the feelings will fade with time.
If she's just a classmate or co-worker, and you two aren't close, just ask her out. Suggest a time, date, and place. Be as specific as possible. Don't just say "You want to go out sometime?" It leaves too much room open for indecisive responses. Suggest a movie, dinner, play, concert, club, whatever. "Would you like to go to *insert place here* on Friday with me?" She has three options here: yes, no, or I'm busy. Yes, your problem is solved. No, ouch, but you at least have an answer. If she's busy, suggest another day or time, twice. "How about Saturday, or next weekend?" If she's truly busy, she'll tell you when a good time would be for her, like Sunday afternoon. If she keeps being vague, she's trying to tell you she's not interested.
Either way, you need to look her in the eye and ask. Have a general plan before you open your mouth. Stuttering may be cute and endearing to some women, but others aren't so charmed by it, espicially since she's older than you. Think about where you would like to take her. Look in the paper or on line for movie times if you are planning on taking her to one. Then you have a specific request when you ask. It's harder for her to turn you down when you have your ideas straight.

If I can be honest, it really depends on how old you are, and you haven't given us that information. If you are, like, 13 and she is 16, then at that age it is a BIG difference. But if you are, say 19 and she is 22 -- it's no big deal. I've dated a few guys younger than me. I actually prefer it. I find they are more fun and more willing to open up and stuff. So, if you honestly feel that the age difference isn't too much, I say go for it!
