It's german....
The small pocket on the breast of a coat was called a "fuppe".
The fuppe held your watch attached to a chain. The Fob is the chain and the watch or whatever (keys, thumb drive, car alarm remote) is the ornament.

It seems that the word fob is from the German word, "fuppe" meaning small pocket, where the watches were kept. Waistcoats were especially designed with special pocket for carrying these watches, which were attached by a chain or ribbon. See link below:

I think the fob refers to the chain
fob (n.) - 1653, "small pocket for valuables," probably related to Low Ger. fobke "pocket," High Ger. fuppe "pocket." Meaning "chain attached to a watch carried in the fob" is from 1885.
