Wow, I wish I had IE7 beta 3 in front of me right now, but I'm using a library computer instead of my work computer. Otherwise I could experiment around and see. The only four suggestions I have are first: 1) make sure IE7 beta is in your Add/Remove Programs. If it isn't, you better download it and install it first. 2) right click on your toolbar within IE7 beta and see if it's one of the check-able options, if not, 3) go through the painfully poorly sorted Internet Options (probably under Advanced).
4) If all else fails, do this: Download the install file for IE7 Beta 3 http://www.microsoft.com/downloads/details.aspx?familyid=60D09507-1160-4DAC-85E2-8D67F9B8257D&displaylang=en
and save it to your desktop. Then go to Add/Remove Programs and uninstall IE7 beta 3.
After that, restart your computer and install it again using the file you saved to your desktop. You may need to restart again.
This is the best info I can give you without it in front of me, and all that reinstalling will change is your Internet settings, it should not clear any history or favorites or uninstall toolbars.
