did you see him/her foaming at the mouth, if they had concerns it would be down to the policy guidance issued by the office of the deputy primeminister and the develpment plan which every county council, local authority has. If perhaps this proposal is outside it will be difficult to get through. I am sure its nothing personal, there are limits and boundaries set so they cannot go beyond their powers.
