This is a good question, although it's been asked before. I think Bush is not only a poor speaker, but he also wears an earpiece and speaks with prompting in his ear. Many of the examples below concern appearaces from two years ago, but he still hesitates at odd places, and sometimes he still says things like "stop it" and "hold on" apparently to no one while he is trying to speak.
If you run a search under "bush wired' you will find additional theory and pictures.

Bush is a accomplished orator. His vernacular and mannerisms are intended to match the level of the American Jerry Springer watching Masses.

You'd think Clinton would have needed it to be slower from all the 'non-inhaling' he did, while Bush would be more comfortable bending over the podium for some nose candy and reading like a madman.
He's the poster boy for a drug free America.

He cannot give a speech because none of his speeches come from an original thought. It's like giving a 5 year old a piece of paper and telling them to read it in front of a group of people. I like watching him make a fool of himself, I love knowing that he cannot serve (or steal) another term in office.

It's not easy getting in front of a camera and speaking to millions of people. And with thousands of hours of footage, there's not that many total gaffs.
Say what you want about Bush, and I've said plenty. But he's not that bad a speaker. He knows how to connect to his audience, and he knows how the get across the point he's trying to make.
While I can't agree with most of what he says, I can't fault him for doing a fairly reasonable job in saying it.
