Purpose
Domain Name System (DNS), a locator service in Microsoft Windows, is an industry-standard protocol that locates computers on an IP-based network. IP networks, such as the Internet and Windows networks, rely on number-based addresses to process data. Users however, can more easily remember name addresses, so it is necessary to translate user-friendly names (www.microsoft.com) into addresses that the network can recognize (207.46.131.137).

ok.first dns is the acronym or short form for domain name system.
These are servers located across the world for the purposes mentioned above...that is to convert the web sites we type to ip addresses..now ip address is an adress which actually is assigned to every computer that accesses the internet and that is unique and set every time u access the net...there r only about 13-18 dns servers in the world.....these stores and matches the websites to the i p addresses....there fore connecting to the server that he site reffers to.........
now i dont think it is easy and allowed to be set up by any1 and every1...(dns servers)
now what i said was dns servers.
normaly dns could be a normal web site...ww.-------.com/org etc...
u get to make a web site by bying a website for some money and then creating it with softwares or html.....

Dns is a Domain name service.
Every web server on the internet has an IP Address.
DNS Server converts a IP address into a Domain name.
say your server IP is 216.147.158.547, then on a DNS Server you can educate it to read mysite.com.
when you register a domain name you have the option to specifiy the DNS Server. you either use their dns server or choose some other Dns Server(such as your ISP). then at that DNS Server you can point your domain name to your IP.
on windows xp you can not really have a DNS Server. it requires alot of managment. if you have a domain name just use their DNS Server and point it to your Web Server IP.

it's a server, it stands for domain name system, to set it up, you must have windows 2003 server installed (or any windows server).
