MAC powerpoint eye pencil. They are waterproof, last all day, and come in variety of colors. Make sure you get the sharpener with them too though. A great color they have is plum. I use it all the time. Can't get enough.
Here's the link. But in the stores they have more of a variety:

The longest-lasting type of eyeliner is gel eyeliner. I recently bought Mac Fluidline, which is BRILLIANT! I love it so, so much.
First of all, Mac Fluidline is a gel eyeliner. It goes on super-creamy, but once it dries it lasts me all day. While it does great on its own, there are a few helpful tricks you should know to help it last as much as it possibly can.
Mac Fluidline comes in a small pot, but you need a VERY small amount. I’ve used it almost daily and I still haven’t made much of a dent in the product. I can see myself using the same pot a year from now. A light touch with a small brush (I use a size 2 artist paintbrush, it’s inexpensive but still good quality) is all you need for application.
Next, while the eyeliner is still wet and creamy, gently hold your lid taut and brush it on. I find that small, short strokes followed by two long strokes over the entire line works best for me.
Don’t blink or rub your eye until the liner has dried.
Finally, if you use the liner on your bottom lid (don’t line on the inner rim—it’s messy and can cause eye infection), just do your basic application and wait for it to dry. Use a very tiny amount, you can always add more. Once you’re satisfied and the eyeliner has dried, brush translucent or very sheer powder close to your skintone over the line and underneath it. This absorbs oils and helps create a barrier that prevents the eyeliner from melting and travelling down south.
Other gel eyeliners I’ve heard of are Stila Smudge Pot and Bobbi Brown gel eyeliner. I’ve heard positive reviews about both, but also heard that the Stila Smudge Pot isn’t as creamy so you may have to wet your brush before application. Clinique has recently come out with gel eyeliner as well.
Well sweetie, I hope this helped you out and good luck finding your perfect eyeliner!

I love eyeliner it really makes your eyes pop, I use to wear a pencil and it does eventually wear so then one day I used my brow definer.....it shads my eyebrows their thin........I used the curved brush and kinda brushed along the very top of my eyelashes and it looked great. I'm very busy at work so didn't even notice if it had rubbed off or not, but when I got home to wash my face it looked like I had just applied it. So I went out to MAC and got an eyeshadow I use "embark" its a plum but I have a medium complexion so it looks brownish black. I bought a really good slanted brush and it works perfect. Couldn't be happier.
Good Luck

So far the best I've used is Smashbox cream eyeliner. Then I cover it with a little matching eyeshadow with a small angled brush. Works for me!

Annabelle's pencil eyeliner in black is great. I discovered it two years ago and haven't used any of the expensive ones ever since.

Revlon Colorstay or Maybelline/Cover Girl that is waterproof. Good Luck! Just be sure to get a good eye makeup remover, Nivea is a good one.

MAC has great liners, as well as Chanel. Dont lose them or you will be a bit pissed. Those little pencils are a bit costly, lol ... but, are worth it!
