Gasoline should be stored away from any possible sources of ignition. Having a can of gasoline in the same place as your car or mower is a bad idea, since a running engine does produce sparks.

first, move the paint and anything flamable, from this shed it's really a wonder nothing hasn't caught fire, thenget a infrared lamp and place near the well- pump, if this doesnt work then the ceramic heater, but, for heaven's sake remove the paint and the gasoline first, but if thats not possible then try heating the pump up with warm fresh from a dryer-laundry heavey blankets like you'd find in moving vans, they have to be warm and buy some straw to put around the out-side of the pump walls to retain the heat. "Lordy", it's a wonder you haven't had a fire yet, All it takes is a spark!

You can store gasoline in a shed if it is in an Underwriters Approved Safety Can.

Here is the link for the consumer tips from the Alliance for Proper Gas Handling. They seem to be concerned mostly about storage container type, tight seal, no direct sunlight, and no heat. So, unless there is a chance of heat buildup in your shed, you should be OK, if you are using an approved container. Good luck!

as long as there is plenty of ventilation it's o.k. also if you were to keep it outside it would get water in it and also be a saftey hazard.
