RAM is the easiest way, if you have Windows XP and have less than 512mb you really should consider upgrading. That, plus make sure your hard drive has been defragged lately and that your not infected with any virus or spyware. Then you can also do a START / RUN and type MSCONFIG. Then, on the STARTUP tab (the other tabs you can ignore) just uncheck the applications that you don't need to startup automatically when the PC boots up.

the easiest and best way once your p.c slows down too much is a windows re-install,this will breath new life into a machine, but there are various utilitys avalible such as ccleaner(http://www.ccleaner.com/)and run it every other day, this will keep all the p.c clear of unwanted files that slow down your system
another reason for slow p.cs is spyware,i cleaned a slow machine today that turned out to have hundreds of spyware entries on it ,after the spyware was removed the speed increase was over 200%,so a good scan with spybot(http://www.safer-networking.org/)should uncover any spyware lurking in your p.c
run a anti-virus program aswell to rule out virus infection, and also go to run>msconfig >startup tab>deselect all the programs you dont want to run at the start up and then re-boot
all of these should have a immediate effect on your p.c,s performance and then its a case of keeping up with the cleaning on a daily basis
good luck

1 uninstall all unwanted programs
2 delete all unwanted files
3 do a disc clean-up as mentioned above
4 do a system defrag as mentioned above
5 do a virus scan, just encase
If its still slow you can try to add more RAM but make sure the RAM is at a compatible speed (eg. 400mhz, 533mhz,) and check the computers maximum RAM space on www.kingston.com

Generally just cleaning the rubbish out of the internet files will have a big impact, however to get the best out of the system you will need the help of software. System Mechanic will do all this and more to improve your system. Its not free but you can download the trial for 30 days and at least it will improve now. Check it out here http://www.iolo.com/sm/ Good Luck eh :O)

Click start, all programs, accsesories, system tools, disk cleanup and follow the instructions. Do the same again but instead of Disk cleanup click on disk defragmenter. Be patient both of these can take quite a while

2. Make sure you dont have spyware or viruses.
3. Remove any startup items (the ones in the taskbar)

Run virus scans, and all that. If you need a better internet connection, try getting some better one. One thing I highly recommend (if you haven't done so already) is to upgrade your RAM to 512MB. Then you'l see a major inprovment.
