If you want fun get Burnout Revenge, if you want a really good simulation get Gran Turismo 4

I like NFSMW, you actually get to feel like a street racer, and with the free roaming, you get to explore the place and you don't have to be in a race or competition the whole entire time. Also, with the pursuit feature, you get to be in pursuits and risk your car from being impounded. Heh.
The pursuits are funny if you like to beat up police cars and stuff.

I would say Gran Turismo 4 because of how deep the game is. If you never tried it, play Test-Drive:Eve of Destruction, great/addicting game there.

Need for Speed Underground 2. its really cool.
grand trurismo is more for your real type of track raceing=not as fun.
