I thought that they had to send a certified letter notifying you of their intent to sell you things. How long are they legally required to hold them?

It doesn't need to be certified. And if you read the small print it
may state this. And by you being incarcerated, you don't know if
they tried to contact you. If you don't keep your end of the agreement, you lose by default.

Read the copy of the agreement you signed with them. The conditions should be spelled out there.
