Furthermore, when the ignition is on, the various power-operated features such as the radio, windos, power locks, etc. take turns not working. Should I be checking my fuses or is this something else?

Power locks definitely should work with the ignition off! Power windows are exactly the opposite; federal safety standards require that they not work unless the ignition is on.

Checking fuses isn't going to help you. Once a fuse blows, the powered accessory won't work again until you replace it. If things are intermittent, it's not a fuse. You have a loose connection somewhere and are most likely going to need an expert troubleshooter to sort it out.

What kind of vehicle is it? Fords use a GEM module to control accessories. Usually if this module is failing it will cause intermittent problems with all of the electrical accessories, and make the problem move around from one component to the other. A proper diagnosis from a reputable repair facility would be the best way to get it resolved.

Is it still under warranty? If so, bring it to the nearst service center for check-up. If not, find a shop with competent mechanic and let them do the checking.
