Dead.

But seriously, he is dead. Was since he first disappeared. I honestly don't think his body is still around. The best way to get rid of a body is burning or feeding it to something, so it is rendered unrecognizable as human. So, the old cement shoes thing would probably work, since fish would long since have eaten him. And burning would work; you just scatter the ashes and any bone bits left in a lake, and bye-bye Jimmy.

My theory is that he is alive and that there was a deal made with the mob for him to disappear to a remote island somewhere, which is why his body can never be found in the ground. I think he had too many friends to be killed and not have a turf war.

I'd like to think that he retired to India to organize telecommunications workers but I think he died within hours of going missing. Would imagine he's feeding someones lawn or garden somewhere!
