OK, I had a canned answer ready, but then decided to really think about it.
If I notice (and I do not always, seriously), I honestly imagine her in a one piece swimsuit. I have a thing for women in swimsuits, and one pieces as opposed to bikinis.
That's only if I am just seeing a hot woman passing by. if she is appraoching me, or talking to me, I try focus on the person, but the swimsuit thing is what I think.
Hmm, so I don't undress women with my eyes, I redress them?
I'm pretty odd, aren't I?

Depends on the girl.. sometimes it's wondering how long it took her to look like that, when it's a naturally beautiful girl it's more just awe of being in her presence.
