About the only bright periodic comet is Halley, which won't be back until the 2060's. Most bright comets are unexpected visitors from the Oort cloud, so you just have to watch the space news. Space.com, Universe Today, NASA and others have RSS news feeds you can subscribe to.

If you have a telescope, there are almost always a few comets visible.

I don't know about comets, but I understand we are supposed to be seeing mars really well around the 27th. of this month. It is supposed to look about the same size as our moon. That's pretty neat, if it's true.
