You have to wait until you go back to Agrabah for the second time, I think. You can't get it on the first trip.
You'll be told that Jafar is creating problems out in the desert. You have to go out to the City Walls. One direction takes you to the Cave of Wonders, and the other side is blocked by a sandstorm. The Genie will help clear the sandstorm, and you have to play further in order to get the torn pages that are in the Tower.
I don't want to ruin it for you if you haven't played that far, since this was one of my favourite levels in the game. :)
