From the U.S. Federal Government site;
An international driver's license must be obtained from your home country. This permit only verifies that you hold a valid license in your home country. It is your foreign driver's license that allows you to drive in the United States. Contact the authorities in your home country to get an international driving permit, as the United States does NOT issue international driver's licenses to foreign visitors..
And...there is a lot more info about extended term licensing (which will be of interest as your friend will be here for a year).

Yes, he can use his German license. Temporary visitors do not need to get a US license. States do require new residents to get a local license usually within 30 - 90 days of becoming a permanent resident. Unless he has a permanent residency visa he won't be considered a permanent resident no matter how long his stay is.

He'd probably be insulted by the road test here in the US anyway. LOL!

He/She has to get an "International Driving License", which is for 2 or 3 years. It doesn´t cost much and he/she can get it his/her "Führerscheinstelle" within a few days. Unfortunately you have to get the new German driving license card before you get the International Driving License. And that costs some more money. I don´t knwo, why this is necessary - maybe to make some more money for the State.

To drive for a year he needs a driving license from the state he is residing in. Drive him to the testing site in the car he will use in the test. Be sure he has his documents including his birth certificate, current driving license and passport. Call ahead to confirm the details.

its only illegal if you get caught. which side of the road do they drive on over there? I have an uncle from Hong Kong that didn't have a US license but he got by...he just never got pulled over....and adjusted pretty quick the whole "drive-on-the-other-side" thing. he's an international sort of guy though. so, in other words, it depends if he CAN drive....and if you trust him to in your ride.
