been to taipei twice. lovely country with nice people!

shin lin night market (mrt to "jian tan")
must go...lots of snacks and carts' shopping.

xi meng ting
lots of shops and food

the shopping centres (taipei 101, breeze square etc) are more of high end goods. the bargains are at shin lin and si meng tin

if you like books, there are bookstores that operate 24 hours.

can go there anytime of the year.

I went twice, once in december when the weather was moderate in Taipei and still very warm in Kioushung / Kenting, and lst year in September. I arrived just after a taifun, what do you expect when traveling in the season, and it was very hot and humid. Flights tend to be very expensive during chinese new year and the moon festival.
Shoppingwise in Taipei I would recomend the underground malls all around the main train station and the market near the peace park. 101 has lots of boutiques where you will find all the big names. Shilin night market is interesting but the signs already say "tourist night market" so it is a bit touristy but still value for money. For souvenirs have a look in the shop in the CKS memorial hall. Ximingding has really good cheap clothes for young people you can also see some pretty good street performers. Its good to go in the day if you want to avoid the crowds but the nighttime isn't that bad.

Depending on what you really want to shop for. The night markets there are really good. It's really big and lots of variety.
