It all depends on where you are in Taiwan. In Taibei Christmas time was (I thought) really nice weather. It was around 10-15C, a little cool, but not bad, even though it was humid. Most days I might wear a little thicker coat, but it was not that bad. It got worse a little after, going into January and Febuary. The humidity just sucks the warmth out of you, and was not fun at all. But on a whole, I found November to December the best weather.
However, if you are going to Taizhong or to Gaoxiong, the weather is still going to be humid, but not as cold.

Taiwan's winter is quite comfortable but chilly. And it is much better than Taiwan's summer, which is totally unbearably hot and humid. It does rain sometimes which may make travelling or driving miserable.

if you'll stay in taipei, no snow, temperature can get as low as 5 deg. C, very high humidity makes the weather so cold, you'll feel water vapor condensing on to your face. no heaters so bring your thickest sweater/jacket. also, weather changes drastically, its like it's 10 degC now the next day it might become 26 degC and then back to 10 degC so prepare for cough and cold.

the coldest it gets in the taipei city (the capital) is around 9 degrees Celcius. usually between 12 -16 degrees. usually with high humidity. it gets the coldest in january / february period. have a great time!
