they should be caught and tried for murder... or atleast attempted murder.
an HIV+ rapist was tried for attempted murder and rape.

Because it's not true. It's an urban myth that people are killing one another with syringes of blood. While it could happen, it's far less likely than the sad truth; people spread AIDS having sex and sharing needles with people already infected.
Goa, like everywhere else, has its share of random sex and injectable drug abuse. Face it and address the problem instead of hiding behind stories of mysterious 'outsiders'.
