How to use the e-mail service.

well go to http://mail.yahoo.com
(login if it asks you to, you can use the same ID & password as for this Yahoo Answers)
then click on "Compose button.
write your sisters email--in the "To" field
write the subject & the message
then click "Attach files", click on "Browse" find the files, click "Attach" once done -- click on "Done"
then Click on "Send"
and you are done

Do you already have the papers you need to send her on your computer in electronic form? If so, Mrsashko gives you good instructions.
If you just have them in paper form, you're going to need help from somebody who can scan them in for you before you can email them. If they're just in paper form, could you just mail them by overnight mail? Might be easier if you can't find someone to help. To scan them in you'd need a scanner and knowledge of how to use it - there's lots of different scanners, all working a little differently, so would be pretty tricky to explain here how to use even if you have one.
