I would like to create a web browser but I don't know how!

You can go to http://www.mozilla.org/projects/
and get the source code of firefox and add all the features you want.

Do you want to write a web browser from scratch or skin an exsisting browswer?
If your looking to write your own browser first thing to learn is how to program.
A web browser is a pretty complex piece of software.
Many programming langauges (delphi, Visual C++) have build in browser components, but this is not really writting a browser from scratch.
If your interest is just in skinning (changing the look of) IE, take a look at something like Maxthon Tabbed Browser http://www.maxthon.com/index.htm

Are you sure you want to create a web browser, because that is a piece of sotware, and it's not really a piece of cake to program...i would suggest that you go to a university and get a degree and then start programing. Are you sure it is a web browser that you want to create?! Perhaps you want to to create a website?

If you know Visual Basic you can use that is't quite simple, try this tutorial http://www.acky.net/tutorials/vb/wbrowser/. If that tutorial does not help try google to search for other sites, or how to do it in another programming language you might be more familiar with.
