Well.. you did say that you have not been with him for a very long time, which might be the key here, but not a bad thing either.
Relationships take time to be built and flourish. The feelings you have when you are with him are new, but that doesn't necessarily mean it's true love. It feels good and all the signals say that you should be saying "I love you", but take your time.
The time will be right when one of you says it. Enjoy the time that you are spending with him and even let him know how you feel when you do say good bye. As you build your relationship with him and understand him more, your thoughts and feelings will become that much more effortless to show and speak of.

I wanted to tell my husband forever "before we started dating" that I love him!I kept saying I will today,or I will tommorow!We were only "seeind each other not dating" for about 2 mths,but he had been waiting for me for 6 mths.When I was finally going to tell him he told me first.Yes it was very sweet but I wish I would have had the guts to tell him first!If I were you I'd just tell him.At least if nothing else he'll know how you feel,it might even help stop a broken heart"the sooner the better"You can even tell him you're falling in love with him and go from there!

Tell him how you felt and how you never felt this way before with no one else. Do not say I love you until you know you are ready, and that is when you know you are, the time will be perfect for you to do so but don't say it if you two are making love because that might be awkward.

I think that you could tell your boyfriend that you love him because that is how you feel. Honesty is the best policy when it comes to relationships and if your were to be honest to him you can tell him you love him. Whatever you do, don't be ashamed of your feelings, he might be taken back or suprised depending oh how long you both have been together, but don't let that upset you. He might feel the same! Dont do it, keep your feelings to yourself for the moment if it is a new relationship you may just frighten the buggar away. Make sure it is not the "flush" or the real deal, be patient it will happen if it is supposed to

if you have reservations about being too forward and scaring him off, start by saying something like "I'll miss you" when you depart. Or, begin to tell him subtlely, like "I'm falling for you" "you make me feel so loved". check his responses to your words and emotions. when the time is right, you'll know. who knows, maybe he'll say it first.

Judge from his answer his feelings for you.
Your instincts may play an important part in this.
