No, you cannot. I would recommend upgrading to a Palm Treo:

I have seen products that allow you to plug a SIM card into an extension and then into the PPC.

Wheteher that works or not, I dunno, but unless it had a place for a headset, talking on a dedicated Pocket PC wouldn't be comfortable.

The mic is on top, and the speaker is on the back center....you'd have to use it upside down. You could use headphones, but that port isn't as durable as a that on say a CD player. An expensive, uneccessary repair.

Yes. Try to install skype for pocket pc. With a wi-fi access you can call any number in U.S and Canada free until Dec 31.
