tell them that you are flattered, but your not interested. most people- even transvestites- will respect that. (they're probably just doing it to freak you out or get a rise out of you, anyway- the way people who are different and have a difficult time finding friends and lovers cope is by trying to see the humor in others' prejudices.)
if this behavior persists and the person obviously isn't just teasing you (if you're afraid that they are going to rape you or something), then get a restraining order so that maybe they will get the message. meanwhile, lock your doors and windows. buy a mean dog. the police consider restraining order cases LOW priority- the order is more about giving the person a big hint that you want them to stay away- it doesn't actually KEEP them away.
