This is like asking who would win, Muhammad Ali or Mike Tyson. It depends on who gets the upper hand. Don't forget that Kong can use his giant teeth to bite off Hulk's ear. Hulk has to get mad to get big. That can be a problem if Kong lands the first blow.

Based on size I say King Kong. Sure the Hulk could catch one leg as far as stepping on him BUT he could use the other foot.

I say King Kong, because of the fact that he is bigger than Hulk, and that he can use all of his limbs in combat, whilst Hulk can only use his arms.
