My parents have neighbors that moved in about a year ago and they are very very dirty. Their house is a mess, their yard is full of junk, they have dogs outside parking at all hours of the day/night. Is there anything they can do to stop the craziness? All the neighbors on the street have talked and agree, and feel bad for my parents to have to see the mess.

Complain about them to some ministry (I don't know where you are located) or the cops. If that doesn't stop them, then get your friends to pitch in and buy like 100 of those air freshener things (the spray kind) and mail them to the neighbors with the "reciever pays shipping" option.. That should give them the idea.

your parents can call the city and put a complain about them. the city will send an inspector to their house and see the living conditions for them and their pets. if they find anything wrong (some cities are more in details than others ) , the neighbors will be sited and fined and they will have to clean up their stuff. but the downside of this, is they will know who put in the complain but if your parents have tried talking to the neighbors and nothing has happen. maybe this is all they can do. because the issue does affect all the neighbors involved, because it could bring down property value (believe it or not). also tell your parents to get a couple of the other neighbors to put in complains also so your parents are not the only ones complaining,. truth me the city will do something about it.

For the animals, turn them in to the local animal protection group (I'm not sure who this would be). An investigation into how the animals are kept might motivate them to clean up a little. Also, since all the neighbors seem to agree that this is a problem, maybe writting a letter asking them to clean up signed by all the neighbors might help. Unfortunately, I don't think there is any legal means of forcing them to clean up, but you could check with your local police.

Check with your local ordinances as far as the junk and noise pollution. If they are in violation you can take matters into your own hands.

It would be appropriate to confront the neighbors and ask if they can do anything, otherwise see if the city can make a call or send a letter.

If the noise keeps up, you can have the police pay them a visit.

Your folks and the other neighbors can file complaints with the local authorities. The offending neighbors would receive citations and possibly fines for some of the things you described since all towns have regulations regarding property conditions, noise levels, etc.

Don't take it out on the dogs - it's not their fault. It'd be great if they could be found new homes where they won't be neglected.

Some towns have restrictions with what people can put in their yard. My old neighbor used to fix up lawn mowers and sell it in the front yard...someone complained to the town and made them stop.

As for noise, you can probably do "disturbance of peace" and the people will have to bring their dogs in at night.

However, try approaching the people first and voice your concern about their dogs. Maybe they are unaware of the stress they are causing.

As far as a messy yard....i mean, yea you can do something about it but in principle, its their yard and not affecting your yards' look. Probably even make it look better in comparison.

There may be city or subdivision codes regarding the junk in the yard - no cars on blocks, that kinda thing. You can call the cops over the noise of the dogs.

Or you can drop a match in their yard. Whichever.

Does your city have laws or regulations about taking care of property? Check with the city and see if you can register a complaint. The City will send them a letter and give them a certain amount of time to comply with the codes or they will get in a lot of trouble.

Maybe your parents should get a third party involved like a mediator to sit and talk with your parents and their neighbors. Does the city that your parents live on have city ordinances...maybe they could take it to them. OR they could always move.

Have them call the police to report the problems they have with them. I have new neighbors too and the kids drive me crazy they are 2 and 4 and they are constantly walking around naked and pooping and peeing in the yard I can't stand it! Im thinkin of reporting them myself!
