Have a look at Transparency International website. UK is the 11th least corrupt country.
USA is 17th, followed by France, Belgium, Ireland and Japan.

Indian government is the perfect example for corruption. Its because majority of the ministers and other representatives of people become rich soon after they take up their jobs. There are examples of such people who hail from poor families but own billions of rupees now. Comparatively, the common man is still there where he was sixty years ago (in 1947). On an average, atleast one minister is exposed of scams every month. Not only in monetary terms, here politicians can go to any extent to win elections. One of the best examples is the Post-Godhra riots (2002). I can bet none can beat India in corruption.

America's government is corrupt because the rich keep getting richer and the poor are dying quicker. Were fighting another country for oil and it doesn't belong to us. Were killing innocent people everyday and that's not corrupt? Yeah right.

That is how tax systems work. I can get unemployment from the national government. But the state will require me to pay personal property tax. That's the way of the world.
