Other languages also do this. and don't start calling numbers by their digits until 16. I think that English is this way because other languages are. But I think that other languages are because at one time, when someone began counting, they probably didn't realize the advantage of having a system with a 10 base.

12 isnt onety-two
13 isnt onety-three
etc.
