If I had to make the first move, I would ask him out to dinner or to a movie, give him a cute little smile and touch his shoulder. That has worked for me a few times and now I am married!

make eye contact....start conversations...if you're a girl it's not too hard because you could get your toes in the water and know if the guy likes you or not...just talk slower....look him in the eyes a lot...make a lot of physical contact as well....if he opens up and touches you back (we're talking like tapping on the shoulder...back...innocent stuff)

if you are talking sexually what I like to do is,
talk to him about whatever but while I'm doing it I am SOOO close to his face almost subliminally saying to his eyes and lips "kiss me kiss me", as I talk I keep looking down at his lips then back to his eyes, this blatently says "I'm checking out your lips because in a second I am going to kiss them" if he still doesnt move in, lick your lips...
He definitely will then! (and if he doesnt you just do it because by then you've been so close to his face for so long he knows someone is gonna kiss someone so it aint like he'll be surprised when it happens)
