Rebooting is when you restart your machine. What you want is an Erase & Install. And if you're really security-minded, you can initialize or "zero out" your HD first, which will completely wipe everything on it.
IMPORTANT: Before starting, be sure to back up any files you want to keep!
1. Insert the Mac OS X Install disc that came with your computer, then restart the computer while holding the C key. (If you get to your regular login screen, you let go of the C key too early.)
2. When your computer finishes starting up from the disc, choose Disk Utility from the Installer menu. (In Mac OS X 10.4 or later, you must select your language first.) Do not click Continue in the first screen of the Installer. If you do, you must restart from the disc again to access Disk Utility.
3. Select erase and then Security Options.
4. Select the level you want (zero data, 7 pass or 35 pass), then erase. Single pass is usually sufficient if you're not lugging around state secrets. The more passes, the longer it'll take.
5. Once you're done zeroing, quit out of Disk Utility. It will kick you back to the installer, so you can restore the OS.
If you have the Restore discs that came with the machine, you may also want to install the original software before you sell. Reboot into the regular OS (not from CD), eject the OS disc, and insert the restore disc. From there, it's a standard installation process.

You have to use the Disk First aid tool. You can run the app from the CD drive. When you access the formatting tools, be sure to choose, in the advanced options, the Zero all data option. This writes zeroes in the HD, wiping off all data.
