It depends on the year. An older model will have a speedometer cable that connects the transmission to the speedometer. If this cable has come loose at either end, the speedometer will stop working. Newer models have electronic connections and use sensor information from the ABS brake system.
I'm not an expert on the Accord, so I can't tell you more than that. I don't know the dates at which the Accord changed from mechanical speedometers to electronic. If you can't figure out which it is, you'll have to take the car to a mechanic.

Get a new guage cluster. You can buy them all over the internet. Then simply swap the two. The problem you have is a loose connection on the back of your current guage cluster. You could fix the old one but it takes some experience. Your better off just swaping the whole cluster.
P.S. You do not have a speedometer cable. That other guy is thinking of other older cars. And WD40 does not always work for them either.

Seems to be a common problem in late 90 model Hondas.
I took the easy, un-Macho route. I ordered the replacement part and took it to a mechanic.
