Good question!
Thats difficult to try to explain or to simplify but i think the reason for it is that we all have personal morals, values and what we believe to be ethically right yet at the same time we also understand what society accepts as morally and ethically right.
A dilemma can arises when these two primary morals,values,or ethics conflict.
