And since I am the one who takes care of the phone that my DSL is on, why I had to have a credit card just for changing an email address and password?? Already an established account.

On every page u visit on yahoo after signing in, u will find ur ID on the top of the page. Below that u will find My account. click on that. U will be asked to enter ur password. Enter that and after that u shall be taken to ur profile which can be edited by u as per ur requirement. There u will find the link of change password.

Call your DSL company and explain the situation to them and ask for help getting a new email for your child. They're just trying to protect the privacy of the email account that you want to change. They don't know you from adam until you can prove who you are.'

i would have just deleted the original account and password and
established a new one without even contacting the ISP .
you did not say who your ISP is , but most have like 10 accounts available to use .
i dont know why they wanted info for CC ?? , its just an email address change .

Explain the situation to your DSL with sufficient proof that you are the Guradian. They will help.

all you need to do is go into the admin. account you should be able to change it from thier your isp may be asking for the card number to prove your the admin. account holder
