His draft position should slide to the latter half of your first round. The injury is substantial, but there have been many times where an injury suffered in preseason didn't affect the player in the regular season. Someone in your league will probably take that chance and draft Portis earlier than most would be comfortable with.

I had him rated as #4 overall before the injury. I have since moved him down to #11 RB. Shoulder injuries can be troublesome. And Portis even knows that everyone will be taking shots at it all year. If you do draft Portis make sure to pick up Betts as well. Portis still might be a stud this year, but if I have a high draft pick I would play it safe and draft someone else.

He is still considered to be a top 10 fantasy RB despite the injury. Remember that its only partially dislocated, and not completely dislocated. All this means is that he will have some pain when handling the ball here and there.
Portis is only expected to miss the first game or two at the very most. He hopes to be back when the season opens but that doesnt seem likely.

I would still take him , but if there is still a comparable healthy RB behind him I would take the healthy back
