I just went through all of this with microsoft tech support to try to change all the permissions back to what they should be. I ultimately reloaded windows over what was there (so I did not lose any data). Be forewarned, you WILL need all of the programs that are currently loaded as they will all have to be reloaded plus you will have to clean up your registry quite a bit.

go to start control panel user accounts click on your user name click change my account type click comp admin click change
