They are two groups of people trying to control the same land. They have a history of violence toward each other.
Why did the Whites oppress the Blacks and Coloreds in South Africa? Why did the Africans kick all the Indians out of Uganda? Why are Muslims and Christians fighting in Kosovo over something that happened 1100 years ago? Why do the Jews and Palestinians not get along? Why are Sunni and Shi'ite Muslims fighting about something that happened almost 1500 years ago?
Inter-tribal hatred and violence is natural and, unfortunately, normal. Chimpanzee troops (the name for a familial group of chimpanzees) make war on other troops of chimpanzees. We're supposed to rational. We're supposed to be able to rise above our animal nature. Unfortunately, we don't always make the effort.

One of the groups had been in power for a long time and then the other group tried to cease power. So they were the rebels that were always being talked aobut on the radio. The HUTUs i believe were then trying to kill all the TSOTSI people because they didn't want to lose power. It's all in the movie.

Don Cheadle is great. It's a good film, but of course the subject matter is disturbing.
They say more people were killed there per hour than anywhere in the world since Hiroshima and Nagasaki.

Because these people are under developed, uncivilised, tribalistic and incapable of living in peace with each other.
Now there are two sides to every story, I ask you would you put a match and kerosene in the hands of your five year old? This is precisely what the Gun dealing countries like the US are doing in selling guns to an unstable region with people who have the brain capacity of a monkey.
Yes sell food, sell technology, sell education.. sell guns NO.

there are always people that use ethnic difference to aim and channel nations' anger and disillusion and the HUTU generals did so

The have no concept of nationhood. Everythings (still) tribal. One side gets in power and slaughters the other side. The usual African politics.
