Why not make Berwick Upon Tweed independent like Andorra, which has the President of France and the Bishop of Urgell in Spain as joint heads of state? Under a similar arrangement Berwick could make a fortune as a tax haven and tourist centre, which would also generate wealth for Northern England and the Scottish Borders.
As for giving Berwick back to Scotland. No!
